JSPWiki has been in the incubator for longer than many successful projects. 
During incubation, the project has adhered to the Apache Way in deciding 
technical and non-technical issues. It has added new committers, made releases, 
migrated web content from elsewhere, and is ready to join the ranks of other 
top level projects at Apache.
