Did you try the http://www.jspwiki.org/wiki/TipStyle  ?

Or the http://www.jspwiki.org/wiki/Slimbox  which is also capable of
showing external content in an overlay window.

You could also port the JSPopupPlugin to JSPWiki, of course.
