Proper and fast offset line generation is still missing from JTS.
There are research papers about the topic (especially from people interested
in Computer Aided Manufactoring), however, not sure it is worth a master
thesis.
Doing a naive version of it is easy, making one that "always" work, that
is robust against complex inputs, handling offset distances much larger
than the
length of the segments making up the original line, is quite difficult
though.
