To be precise, JTS supports *conforming* triangulation, not full
*constrained* triangulation.  The difference is that conforming introduces
Steiner points to try and get the DT to match constraint segments as
closely as possible, whereas true constrained triangulation incorporates
constraint segments exactly (but may not be proper DT because of that)
