proposal to make Stefan Lischke a committer

Stefan has made some great contributions to the Hermes project. He has 
refactored his WS-E implementation to build upon the Apollo framework. 
Since Apollo is the underpinning for Hermes, in which Stefan is very 
active, I think it makes sense for Stefan to be be an Apollo committer. 
Here's my +1.
