Checked in some base functionality. More is to follow. The idea is to share the
test between this and the core/api module.
Also we can add the tests for scout in this module at a later stage. The
uddi-client.jar can be reused in the scout project, as this code is generic for
any UDDI implementation, and there would be no need to duplicate this client
code in that project.
