Authenticators need to be distinguished from juddi v2

Currently, the Authenticator package name we use for both v3 and v2 is the same
and the authenticator setting in juddi.properties is the same. We need to
make these different so that we don't load the v2 classes or the authenticator
that V2 wants us to use. It should be possible for v2 and v3 JARs to exist
on the same VM.
