org.apache.juddi.error contains classes with sames names as juddi v2

One of the things that we've said from the beginning was that we would like
juddi v3 to be able to sit beside juddi v2. The org.apache.juddi.error
package contains classes with the exact same names as classes in juddi v2
org.apache.juddi.error, which is leading to class conflicts when the two are
both loaded. We should change the name of this package to
org.apache.juddi.v3.error.
