Anything published in the USA between 1909 & 1978 can be protected by copyright for a period of 75 years, so the translation, though out of print, is probably protected. Regnery, I believe, is still publishing out of Washington, D.C. I suspect it would not mind having the book put on the web if it would produce a bit of publicity for it.
