Kenapa pakai @Persist ya? AFAIK @Persist itu sifatnya hampir mirip dengan HttpSession. Kalau mau menggunakan <t:if> sih mendingan nilai "test"-nya itu berupa boolean. Memang agak beda sih penggunaan tag if di T5 dibanding dengan OGNL atau EL.
