O comando copy n�o � um comando externo (um arquivo .com ou .exe por 
exemplo), e sim uma a��o interna que o command.com interpreta 
a partir da linha de comando. 

Para voc� executar o copy  use: 

Process process =run.exec("command /c copy teste.txt teste2.txt");
