I have created a product for my company that provides these features. We
utilizes a cocoon type framework, but I also included a servlet filter
to ensure the updated file was xml (beware of cut-and-paste from
Microsoft.)  Just remember, your file must be XHTML compliant otherwise
your xsl may choke or you may see strange thing in the html output file.

what framework(s), tools, etc, would you use?

Reqs:
1) We need a CMS, preferably with decent editing and creation 
capabilites for static pages, for a few dozen sites.
2) The ability to intersperse simple web-apps into the above sites.
3) Ideally all data, including that for static pages, is XML.
