I have always struggled with this...and have never found a tool that I
thought was adequate for the job.  While the XP concept of user stories
on cards is nice...it doesn't fit the bill for me (I loose paper).

Ideally, I'd like a tool that would
- allow grouping of requirements by infinitely hierarchical
  groupings...e.g. features, sub-features, sub-sub-features etc.
- tying a requirement to multiple features would be nice
- enter a short description, as well as longer descriptions
  (user stories, etc)
- testing methodology for each feature (not all features can
  be unit-tested easily) and test status
- state (proposed, endorsed, in-progress, complete)
- multiple-platform (Java preferred)
- low TCO.  Not just the price...but the overhead

The last point is why I always end up using Word or Excel or a
few web pages...everything else just requires too much overhead
(training, analysis, installation, data entry) or is too
expensive for a small organization.

I've heard some people using a Wiki for this...having minimal
experience with wikis, it's hard to believe that it would work well.
