My guess is, there are 2 reasons why they won't do this yet:

0 As you mention, their Sun license is still {in effect, paid for}.

1 As soon as anyone (IBM, BEA, my cat Mag) announces their intention
  to OSS a "real," heavy-duty, compatible, commercial-grade JVM, the
  backlash begins in earnest--we're talking mega-decibel whining :-)

My guesses are

* licensing

* safety: given the masses of each, contact between any IBM lawyer and
  RMS would produce gamma radiation sufficient to boil the planet :-)

Overall, my guess is that what's driving this right now is money <I'll
now pause for the shock to dissipate :-> and the main concern of IBM
(et al) is to get more favorable licensing treatment from Sun (notably,
lower cost licensing in future, with free licensing being optimal).
Right now, what IBM (et al) have is more useful as a threat.
