Umm ... doesn't it sound kinda "me too"?
E.g. IBM has had offerings for WebSphere/Studio (also called
"Express") at a lower price point for over a year--not to mention
tools that are not only free but open, like Eclipse. (Which, BTW, will
soon be getting OSS web tools and GUI builder.) Then there's Sun's
Java Studio Creator for $100 (with their developer program, which
presumably includes lots more stuff), plus NetBeans, etc.
