The ibm alphawork site had a java software tool, aptly named Install Toolkit for Java.  I used it in the past but not lately.

I looked at InstallAnywhere and Installshield; both can be pretty expensive. I was looking for something that could be used for an open source project with no budget, preferably something that was itself open source.

For Windows installs I've been playing around with Nullsoft
(http://nsis.sourceforge.net/). It's free and easy to use. But I also
need to do Linux and Mac installs. What are people using there?

I've been using InstallAnywhere for years and am happy with the
product. The application and the installers are cross platform.
