The most common error that CI sees testing azure is "XML Schema
validation error in network configuration" during bootstrap. Since
bootstrap fails, we don't get a machine log to identify the root
cause. I reported this issue

What can we do to gather more information? It is not clear if this is
a bug in juju, or caused by something else, possibly CI itself.
