I used Juju 1.17.5 today with tools being downloaded from
streams.canonical.com without issue (MAAS provider).

The URL you're accessing is, I suspect, wrong.

If we look here:
http://streams.canonical.com/juju/tools/streams/v1/com.ubuntu.juju:released:tools.jsonthen
1.17.5 is listed.
