Yeah, that's a good point. The problem comes when they don't have putty, or if they do, we don't know where it is (putty isn't an installed application, it's a standalone exe, so it can live anywhere... Mine always just lived in my downloads folder). I'm not sure what the best solution for that is. There's a bunch of not great work around.
