I'm going to take a complete guess in the dark about this and say this is
highly dependent on how SuiteCRM is coded to read prepopulated details
about the env. if the installer is not setup to parse the configuration
file you're populating it stands to reason that it will not show up in the
setup, and the details you're expecting to be there, would not be there
during the installer run.

I can assist if you'd like to do some semi-live pairing over IRC (find me
in #juju on irc.freenode.net as lazypower) to probe and resolve this issue.
