The image-metadata and agent-metadata URLs are addressible because while juju bootstrap is running, I can see the instance coming up successfully in the dashboard. Even I was able to ping and ssh to that instance . But the problem is the bootstrap command ends up failing showing a message. Below is the screenshot of the error.

Also please explain what juju bootstrap does in openstack environment.
