I reviewed the IBM WAS ND charm for a second time.  There were several
improvements made to this charm, but it needs some additional work to be a
recommended charm.

To deploy this charm one must download 5.7GB of software and host that on
an HTTP server before the charm will install.  When I got to deploying it
the first time I ran out of space on the filesystem.  It is over 16GB fully
installed and by default Juju gives us 8GB of root-disks.  Easy enough to
increase using the set-constraints command but that was not mentioned in
the README or anywhere else.

This charm also has only one relation (http) I would hope that it could
relate to some of the other IBM charms because that is where Juju really
shows value!

The charm did not pass review, but it is very close and I suspect the next
round will be good.
