Yes, I think this is perfectly reasonable. If you are dealing with
essentially a static cluster, then managing it manually is perfectly
appropriate.

MAAS would be more appropriate in dynamic environments, where:

 * the things you are deploying are dynamic - growing and shrinking
 * the cluster itself is growing and evolving
