Agreed - this issue was identified under: https://bugs.launchpad.net/charm-neutron-api/+bug/1678124 and the approach to the fix for this is to auto-detect whether IPv6 is disabled or not for the memcache binding on each unit; once we got this landed across the master branch for all impacted charms that fix will be backported to the stable charms as well.
