It looks like you're running up against https://github.com/juju/python-libjuju/issues/216 for which there is a pending fix at https://github.com/juju/python-libjuju/pull/217 which is blocked because I couldn't figure out how to cover it in the test suite. Please comment on that issue / PR and I will follow-up to either just make a skipped test that can be manually run or come up with a way to include it, and then get it released and conjure-up updated.
