There are lots of packages that are capable of doing plotting in Julia already Gadfly <https://github.com/dcjones/Gadfly.jl>, Plots <https://github.com/tbreloff/Plots.jl>, etc. which are all capable of doing histograms. If you are set on calculating the bins and widths yourself and making your own function to plot the histogram I suggest you read through the wiki article on histograms <https://en.wikipedia.org/wiki/Histogram>, they have an excellent section on many different rules <https://en.wikipedia.org/wiki/Histogram#Number_of_bins_and_width> for selecting bin sizes and widths.
