Judging from 
LibExpat.jl#L282-L301<https://github.com/amitmurthy/LibExpat.jl/blob/3ee8e669b055c595e1d2d9273b66d73106422c13/src/LibExpat.jl#L282-L301>
 it 
seems like the C function returns an error code rc == XML_STATUS_ERROR == 
0, the code that tries to extract a more useful error message from libexpat 
seems to be failing.
