I have committed <https://github.com/tomaskrehlik/Wavelets> a barebones functions for MODWT decomposition that I decided to port from R. If anyone is interested in providing feedback on code structure, testing against R/MATLAB implementations, you are very welcome. The work should end with full-fledged wavelet analysis package and will be under heavy development for next two months.
