The easiest way for everybody is if you just open a Pull Request on github where you link to the places this has previously been discussed. The test suite will then automatically be runned on Travis, and it will be reasonably easy for everyone interested to checkout your branch and give feedback.
If you really don't want to deal with github it is also possible to publish the patch somewhere else, and hope someone else open a Pull Request based in that. It is much less likely to get attention that way though.
