Right now I have a shared library written in C that I would like to turn
into a julia package. I attempted to create a new package using
Pkg.new("myCLib") but the interpreter said that Pkg.new was not defined. Is
it feasible to attempt this. I was trying to use instructions detailed at
http://docs.julialang.org/en/release-0.1/manual/packages/
