Someone could add the feature to Julia itself, and I guess its in there 
sorta in that it needs that knowledge to resolve dependencies, but I think 
making "nice" output probably is best in a package.

As for why PackageEvaluator isn't in METADATA... its not really a package, 
so much as a collection of scripts. But it is becoming more package-like. 
Maybe I'll do something about that one day.
