GitHub just started posting `git clone` data for individual repos, so this is definitely a possibility now. I wouldn't be surprised if Iain's Package Evaluator <https://github.com/IainNZ/PackageEvaluator.jl> started hooking into this data and using it to sort the package list <http://pkg.julialang.org/>.
