Raring went EOL in January; if you're stuck on it, you might be able to switch over to a different package repository URL (see http://askubuntu.com/questions/499712/is-distribution-of-raring-packages-officially-ended), but you should seriously consider upgrading instead.
Note that the latest Ubuntu release, 14.04 Trusty Tahr, is a LTS release and will be supported until April 2019--I would recommend using this version.
