Can't you do
Pkg.clone("https://github.com/shoibalc/IniFile.jl
<https://github.com/tkelman/Sundials.jl>")
Pkg.checkout("IniFile", "inlinecomments")
(you should probably remove the package first)? Once the PR is merged you
can switch back to the original repo.
