I still see people putting `julia 0.3-` in their REQUIRES file, I guess 
because people thing its means `>= 0.3`. 

What it actually means is `This can be installed with any version >= any 
pre-release version julia 0.3`, which isn't something that anyone should be 
doing at this point. 

Nothing bad will happen (probably), but, probably best not to all the same.

If for some reason you are making a package that only works with Julia 0.4 
though, for example, `julia 0.4-` would make sense (until Julia 0.4 is 
released).
