I have a PR that is waiting for some scrutiny
<https://github.com/JuliaLang/julia/pull/8074>, that should make this kind
of thing a lot easier, (and accessible to users who have downloaded a
binary distribution, rather than only to built-from-source users) perhaps
we can build on top of that to create a "rebuild_sysimg.jl" script that
gets bundled in `share`.
