Is anything holding you back from upgrading from 13.10 to 14.04? Or 14.10 even, if you don't mind using non-LTS versions? If you need to stay on 13.10, you can probably switch from the juliareleases PPA which will only have 0.2, to either the julianightlies PPA which should have some prerelease version of 0.3 from July at the latest?
