Another part of the problem is 13.10 went EOL in July, before 0.3 
officially came out.

Is anything holding you back from upgrading from 13.10 to 14.04? Or 14.10 
even, if you don't mind using non-LTS versions? If you need to stay on 
13.10, you can probably switch from the juliareleases PPA which will only 
have 0.2, to either the julianightlies PPA which should have some 
prerelease version of 0.3 from July at the latest? Or you can try the 
generic Linux tarball binaries that we have available now at 
http://julialang.org/downloads/
