No, this isn't normal, but bugs happen. Blosc's binaries are hosted on an MIT url that has caused issues with some proxies in the past, I believe. You might also try reverting this commit https://github.com/JuliaLang/BinDeps.jl/commit/94ac0fa54d4ee64f23f1815c1114c9d6d23ead05 in your local copy of BinDeps, which you can find the location of by running `Pkg.dir("BinDeps")`
