Does Julia without juno work?
You can start it from C:\Juno\resources\app\julia\bin\julia.exe (or 
wherever you installed Juno).
You should be able to run Julia (you don't need to be online for that). In 
the REPL you can try some easy things, x=1; z=x+1; 

Does that work?

To my knowledge you do not need to download Lighttable if you download Juno.

If you download Juno and nothing else, that should in fact work out of the 
box. At least it did in my case.
After starting up Juno, you need to wait a few seconds for Juno to start a 
julia session, then you should be able to code some thing, mark it and 
submit it with CTRL+enter.
What exact error message do you get?
