You can save your emacs workspace under  some name, then restore it when 
starting emacs, or fast switching between workspaces.

I think of it as lightweight project management, but it is actually more 
powerful I think. E.g., I can have files from multiple projects open in the 
same workspace if I wish. 

Another, related idea for project management:  In Auctex, one annotates the 
.tex file to tell the latex compiler which the main source file is (In 
Julia it would be which the main project file or the main module file, or 
whatever) The editor could then trace back which files to search for 
"project-wide actions".
