I've never seen this. On my machine, if I open a notebook for which there is no kernel installed, Jupyter pops up a dialog and prompts me to choose a kernel. In any case, this has nothing to do with Julia or IJulia; if you have a notebook and a set of reproducible steps in which you aren't prompted to select a kernel, you might file an issue at the jupyter-notebook github page.
