There still aren't Windows wheels for numpy, scipy, or matplotlib on PyPI are there? You can't build SciPy from source on Windows in a way that works with python.org MSVC python without needing either the Intel compilers, or a custom patched build of mingw-w64 that only Carl Kleffner knows how to use.
