[julia-users] Why does Tk.jl have pre-compile code and set it to "false"?

This is the first line in the module definition:

VERSION >= v"0.4.0-dev+6521" && __precompile__(false)

Just curious what the issue here is as this prevents Winston from 
pre-compiling and results in long load times for Winston.
