I also believe that Python goes to greater lengths to make sleep return as soon as possible after the requested sleep time. In Julia, since sleep yields to the scheduler, it might return arbitrarily long after the time is up so I think we don't really want to go down that path. In Python it makes more sense since the language is sequential.
