[julia-users] Julia deps question

Not all systems have package managers with the appropriate versions of 
everything we need packaged. Or if they do have up to date packages, they may 
not be built in the configuration or including the bugfix patches that Julia 
needs. We end up needing custom cobfigurations or specific versions for many of 
the dependencies, but perhaps not all if you try USE_SYSTEM_* and can get a 
working build that passes tests in the end.
