Hello colleague, i ran (twice) into a problem that looked similar by the symtoms. In both cases the git configuration of METADATA were corrupted and in the recent case the remote setting was somehow routed to the Package name. -> Look in .julia/v0.4/METADATA/.git/config. If you see your Package name showing up, correct it (in my case i just copied the correct githup URL).
