Hey Sarah. So the download of Mumps when you build Ipopt actually comes 
from a ./get.Mumps bash script that's part of Ipopt's source code - see 
https://projects.coin-or.org/BuildTools/browser/ThirdParty/Mumps/stable/1.5/get.Mumps.

If it doesn't come back soon, we could potentially add a patch to Ipopt.jl 
that modifies that file and adds the location of a server that we use for 
caching various source downloads to deal with situations like this.
