The tests that are being bypassed are for functionality of the package manager's SSH client capability for git clone over SSH. So yes, those tests are bypassed if ssh is not available, but is shouldn't be a big problem as long as SSH clone runs ok. I think the more important aspect of those tests is that they run on CI to make sure we don't accidentally break the various ways to clone over SSH.
