If I change the dirs julia/usr and julia/usr-staging with a chmod recursively to me as a user, then make completes and make testall is successful. This is a complete shot in the dark, perhaps someone could let me know if I should reinstall from scratch. I believe this happened in the last 24 hours, yesterday the make ran fine.
