Is this what you want, or are you looking for a more general way to 
construct nxn matrices like this 4x4 matrix, or something else?

julia> m = [ [0,1,2,3] [1,0,4,5] [2,3,0,6] [4,5,6,0] ]
4×4 Array{Int64,2}:
 0  1  2  4
 1  0  3  5
 2  4  0  6
 3  5  6  0
